For our Oncology organisation based in Nürnberg we are currently looking for the new

Head Legal and Integrity & Compliance Oncology (m/f/d)

Position Purpose:

Head Legal and Integrity & Compliance Oncology directs all aspects of Legal, Integrity and Compliance oversight for the Business Unit Oncology (OBU) in close alignment with the Country Legal Head GER and the Country Compliance Officer. It is a leading position within the OBU to provide legal and compliance leadership through pro-active, in-depth, business-focused advice to the organization, as well as implementing initiatives and processes to set standards and reinforce a culture of quality, integrity, ethical behavior and responsibility. Position holder sits on the Oncology Executive Committee (OEC) and provides strategic direction and thought leadership in various areas of the law relevant to the Novartis OBU in Germany, directly counselling associates at all levels in this business unit.

Major Accountabilities:

Contributes to and influences the OBU strategy and decision-making processes; Contributes to the development of overall legal functional strategy in the OBU and beyond

Leads, and is responsible for, implementation of key legal processes: drafting, negotiating and settling commercial agreements (e.g. clinical trial agreements, IITs, Business Development and Licensing Agreements) and where appropriate liaising with the other members of the Legal function

Manages known legal risk within the OBU by taking primary responsibility for the provision of legal advice to the OBU and the management of legal risk advising on all legal areas affecting the product lifecycle, from pre-launch to loss of exclusivity

Provides strategic and operational guidance and contributes to the Market Access strategy of the OBU, incl. AMNOG negotiations

Manages and assists in the management of litigation (e.g. contract disputes, product liability), instructs and assists in the management of external legal advisers where appropriate and necessary and identifies unknown legal risks

Monitors and assesses the relevant environmental issues impacting legal risk in order to ensure recommended legal risk management approaches are appropriate having regard to the prevailing environment

Manages the budget and resource allocation for the legal activities for the OBU

Ensures allegations of misconduct are reported in a timely manner to the business practices office (BPO). If possible and as requested, supports or conducts investigations of alleged misconduct based on allocation of responsibility by the BPO

Shares legal know how on relevant laws, codes of practice and business legal issues and assists in the development and delivery of training to management on legal issues affecting the conduct of German businesses

Informs Global BU/Regional Legal Head, Country Compliance Head and Country Management of areas which represent a legal or reputational risk

Ensures a culture of High Integrity & Compliance in BU Oncology

Ensure assessment of compliance risks, coverage, skills and resources and develop upgrade plans

Implementation of Group Integrity & Compliance initiatives and general compliance activities at the local level

Drive exchange, communication and alignment also between Division Country Compliance Officers and represent the local I&C Function at local Oncology Executive Committee

Collaborate and partner closely with business leadership and other functions to lead the compliance risk management process and identify and manage risks in a manner that drives the business forward to best serve the patients

Support the local business-owned implementation of Global Compliance policies and Guidelines, and provide guidance on local SOPs and processes development, as applicable

Actively engage in local external and internal Compliance networks to shape and influence the environment and identify emerging trends/best practices

Engage local leaders to continually monitor the effectiveness of the Compliance program, including cultural drivers of integrity for continuous improvement

Conduct local communication, training, and monitoring activities to support awareness, detection and prevention goals

Legal & Intellectual Property & Compliance


Education & Experience:

Graduate of law school, University degree and member of Legal Profession

10+ years of work experience within the pharmaceutical, medical device or healthcare industries with relevant exposure to compliance function or related components preferred

A generalist with a background in commercial law including experience of law and business relevant to Novartis businesses in Germany who can master Legal Excellence Standards, who is committed to high performance with high integrity, who appreciates diversity and who displays an inclusive leadership

Ability to manage with clear communication skills and ability to work cross-functionally at all levels

Pro-active manager with clear communication skills and ability to work cross-functionally at all levels

Proven ability to lead complex projects and collaborate within and across
cross-functional teams and business units in a matrixed environment

People Management experience

Results driven, focused and problem solving personality paired with effective communication/presentation skills with all management levels

Strong collaborator, networking and relationship management skills

Fluent in German and English
